Here we can see two workers unloading a module that the crane operator has determined weigh too much. The unsafe condition here is that these workers are removing material from the module as it is suspended in the air above the foundation. You may notice the house swaying slightly back and forth.  It is never acceptable to ride in or on a module as it is suspended.
